Opening of the 34th Session of the Commission on Crime Prevention and Criminal Justice (CCPCJ)
On May 19, 2025, the 34th session of the Commission on Crime Prevention and Criminal Justice (CCPCJ) was inaugurated in Vienna. The session was chaired by Ambassador José Antonio Zabalgoitia Trejo, Permanent Representative of Mexico to the United Nations in Vienna, and was officially opened by Ghada Waly, Executive Director of the United Nations Office on Drugs and Crime (UNODC), alongside other high-level speakers.
The 34th session brought together participants from Member States, United Nations entities, intergovernmental organizations, and representatives of civil society. This year’s thematic discussion focused on “Addressing new, emerging, and evolving forms of crime, including offenses affecting the environment, the smuggling of commercial goods, and the trafficking of cultural property, as well as other crimes targeting cultural heritage.” Further details were outlined in the Thematic Discussion Guide.

Representatives of the Member States during one of the plenary sessions of the 34th Commission on Crime Prevention and Criminal Justice (CCPCJ), held in Vienna from May 19 to 23, 2025.
This year, the discussions at the 34th session of the CCPCJ focused on new and emerging forms of crime, including offenses that impact the environment, smuggling of commercial goods, and trafficking of cultural property.
The resolutions considered by the Commission covered the following topics:
  • Advancing the global crime prevention agenda
  • Follow-up to the Fourteenth United Nations Congress on Crime Prevention and Criminal Justice and preparations for the Fifteenth Congress
  • Strengthening international efforts to combat the illicit smuggling of migrants
  • United Nations Model Strategies for Reducing Recidivism (Kyoto Model Strategies)
  • Combatting the smuggling of commercial goods within the framework of the United Nations Convention against Transnational Organized Crime
  • Commemorating the Bangkok Rules and the Nelson Mandela Rules: A call to maintain action in the areas of prison management and offender rehabilitation
  • Tackling crimes affecting the environment, particularly the illicit trafficking of wildlife species, illegal mining, and the illicit trade of precious metals
During the 34th session, more than 127 side events and 25 exhibitions were held, addressing key topics related to crime prevention and criminal justice.
